Abstract

In modern times, the trust of citizens in state institutions such as law enforcement and judicial systems has become a crucial factor in the relationship between the people and the state. Its origins are rooted in the current Basic Law, the implemented presidential concept of the “hearing state”.

Domestic legal science has not adequately developed the definition of "trust" in the public legal sphere, necessitating legislative consolidation and systematization of legislation in this area. "Trust" is currently being used to improve state activity and build new relationships between individuals and society.. Therefore, both in practical and scientific terms, it seems necessary to concentrate the vector of this activity on a systematic and scientific basis. To solve this problem, we need to involve not only sociologists but also lawyers (primarily criminologists), human rights organizations, and the media, as developed democracies have been practicing for a long time.

The article also attempts to study the emerging practice of monitoring the functioning of internal affairs bodies, including its legislative framework, developed in single by-laws, as well as sociological studies of government agencies and civil society institutions, their analytical assessments in the media. Proposals are made to expand the conduct of in-depth surveys of citizens, meetings of the heads of all law enforcement agencies with the population, as well as the concentration of efforts of scientists from various fields of humanitarian knowledge.
