Abstract

The party system of Kazakhstan was built according to the plan “without right and left” by N. Nazarbayev, expressed in the early 1990s in a book of the same name. A feature of the existing parties in the country was that persons of different ideological views (liberal, Islamist, nationalist, environmental, traditionalist) could be in both the pro-government and opposition parties. In Kazakhstan “without right and left,” a paradoxical situation has developed: the ideological function of parties has atrophied. During the days of Bloody January 2022, the parties were passive and followed the events.

After January 2022, there was a decrease in the number of party members required for registration and an increase in the number of parties in parliament. Despite the revival of political life, the constructive potential of New Kazakhstan is not sufficiently expressed, there is no selection from several alternatives, because inter-party discussions on the principles of domestic and foreign policy, including the level of taxes and wages, do not take place in parliament. The reason is that the parties have not been activated.
