Abstract

The relevance of this study lies in the fact that the constitutive feature of the civilizational development of the modern world mega-society is the phenomenon of the digital transformation of the world mega-society, which breaks the borders of national states and updates the problems of global-national dichotomy, as well as the ethical and legal features of the emerging digital reality. The new sociocultural reality changes the ontological status of a person, his ethical and ontological attitude towards himself and the world.

      The purpose and novelty of this study is that the author believes: to determine the vector and prospects for digital transformation in Kazakhstan, it is necessary to take into account a number of features of the cultural and civilizational development of our country. First: in the research environment, it is customary to classify Kazakhstan as a state of the so-called transit type, to the states of the "third wave of democratization" (according to S. Huntington [1]), "late start" (according to A. Gershenkron [2]), in which all types of initiatives come from the powerful elites. Second: digital transformation is a phenomenon of Western civilization, which is not a natural step in the development of our country (at least today), therefore, our society does not form the digital environment itself, but on the contrary, the digital environment forces our society to adapt to this environment. Third: the modern Kazakh national-state identity is integral in its content, that is, it is determined by the peculiarities of the archetype, such as the rationality of the state-forming and culture-forming Kazakh ethnic group, the Soviet person and the second largest culture-forming ethnic group - Russian, Russian-speaking. Fourth: the general task of exploring the vector and prospects for digital transformation in the Republic of Kazakhstan is to determine the "golden mean" between the advantages of transcultural openness, the disadvantages of the high probability of hacking the national cultural code and the risk of losing state subjectivity, since digital transformation breaks the borders of nation states. In addition, it must be taken into account that the institution of the state remains the main guarantor of the protection of all types of identities from national-state, cultural and to human identity, ultimately.
